Urani-Surtr Regulates

All Votann units change their [League] keyword to URSR. All units with the URSR Keyword gain the Allegiance: URSR special rule. The Allegiance: URSR special rule consists of the following rules:

• Dour Survivalists: All URSR units gain the Feel no Pain (6+) special rule.
• Inflexible determination: URSR units in your army may not perform Retreat Moves in the Movement Phase. In addition, when a URSR unit would lose combat and Panic, it does not perform a move and instead simply remains in locked in combat.
