12.3.1 - Calculating Combat Resolution
Core Rules, p. 34
To determine combat resolution and which side won the combat, players tally up the total number of unsaved wounds inflicted by their respective models that phase that were successfully allocated even if they were slain.
The player whose units inflicted the most wounds won combat.
The player whose units lost combat must now each make a Panic test.
If the number of wounds inflicted by players' units is equal, the combat is a tie and the Combat is considered resolved with all models remaining in their current positions for now and remain engaged in combat.
